This past week, Mayor Michael Nutter announced a new partnership between the city and the Philadelphia Industrial Development Corporation to offer $3M to attract new startups and early stage businesses as part of a new initiative called Startup PHL.  The program is seeking investment firms to match its seed capital and currently has an open call for proposals
